If you cannot logging in as root, either over SSH or from WHM, this most likely an issue with brute force protection aka cPHulk.
To fix this, you need to login to Serial Console inside SolusVM or your VPS Control panel.
After you login, issue this command
Now you can log in to SSH or WHM and whitelist your IP address.

/usr/local/cpanel/etc/init/stopcphulkd
/usr/local/cpanel/bin/cphulk_pam_ctl --disableAfter this step, cPHulk is disabled and stopped.
Now you can log in to SSH or WHM and whitelist your IP address.
